Scooby is indeed a Great Dane that Shaggy now owns; he bought Scooby for Velma during their first few days of their relationship, and it was one of those things that made Velma fall in love so hard with Shaggy. Like maybe she had mentioned in one of her first rants (marijuana makes her very rambly and talkative) that she always wanted a dog but her parents wouldn't let her have one, so the very next day Shaggy brought her Scooby. Scooby's "Talking" is just Shaggy making funny voices for the dog that always make Velma giggle (as we humans are want to do, see the character of "Sven" from the current Disney hit "Frozen" for further cinematic example).
