Not to mention the Children's Television Act of 1990 which limited commercials and enforced rules requiring that a certain percentage of children's programming be educational. It made it harder for the stations to make money, since they had to show fewer commercials and more "educational" programming, which doesn't typically have high ratings. So, in response, they started showing less children's programming. :(
